The right-hander, who will turn 36 in May, last appeared in the Majors with the San Francisco Giants in 2012, throwing 28 innings of work in 22 games (mostly as a reliever).
For his career, Penny owns a 119-100 record, a 4.26 ERA and 1,260 strikeouts spread across 1,899 IP.
Over the course of his 13-year career, Penny has seen time with the Miami Marlins, Los Angeles Dodgers, Boston Red Sox, Giants, St. Louis Cardinals and the Detroit Tigers.
After appearing in 2012 with San Francisco, Penny took 2013 off and was said to have been in good shape earlier this offseason.
Penny took a year off last year, impressed scouts this offseason. Gets minor lg deal w/ ST invite from #Royals. Will go to camp as starter. It was enough to warrant this deal with the Royals, and it will be interesting to see if he's able to make the team as a starting option in 2014.
